The enforcement of electricity metering regulations in Nigeria's electricity supply industry: Testing and certification guideline/processes
NEMSA Act 2015 established NEMSA to carry out the functions of the enforcement of technical standards and regulations, technical inspection, testing, and certification of all categories of electrical installations in the Nigerian Electricity Supply Industry (NESI), and other allied industries/workplaces and premises and metering activity to ensure that electricity networks/equipment are Stable, Safe, and Reliable. Among others, one area of concern is testing, certification, and deployment of electricity meters for the use of various categories of stakeholders in Nigeria.
From 2015 to 2022, NEMSA, through its enforcement, inspection, certification, etc. mandate, and in accordance with regulation and standards, tested a total of 2,461,290 various categories of electric meters and inspected a total of 40 Electric Meters manufacturing/assembly facilities and Certification of meter installation personnel to ensure that only certified electrical installations contractors are allowed to execute electrical installation works or practice in NESI and other allied industries and workplaces.
The enforcement of NEMSA’s metering mandate is a vital aspect to ensure that energy meters used in NESI are of the right quality and standard for proper energy accountability and for supplier/customers satisfaction. And to increase collection efficiency, as well as for safety of lives and properties in the power sector and beyond.
